PACIFIC BEACH – Pacific Beach Town Council’s 45th annual Police and Emergency Services Appreciation night saluted lifeguard first responders for their life-saving contributions.
The PBTC-hosted, “The Year of our San Diego Lifeguards,” for PAESAN, held on Sept. 24, is an annual event drawing a rotating group of first responders including the San Diego Police Department, San Diego Fire-Rescue Department, San Diego Lifeguards and City Park Rangers, who are recognized with a formal awards ceremony at the fundraising BBQ with residents, community leaders, and city officials present.
Each year, individual first responders are singled out and recognized for their extraordinary achievements and contributions, and are awarded certificates of appreciation.
“Ask anyone who lives in PB and they will tell you that they love the first responders who keep them safe,” said PBTC in a post-PAESAN statement. “The hardworking police officers, firefighters, lifeguards, and park rangers are a big part of what makes PB a great place to live and visit.”
PAESAN was founded by Mary Wilding, Annie McDaniel, and Anne Evans. Three generations of those families remain involved with the fundraising event today.
PBTC is the oldest town council in San Diego, working year-round to fund community projects and initiatives, including Concerts on the Green, the PB Car Show, and the annual Graffiti Cleanup, as well as supporting community enhancement activities like neighborhood cleanups.
2025 PAESAN HONOREES
Police: Officers Austin Stanek, Jordan Wallace, and Jake Grybow – Over the past year, these officers were assigned to patrol operations at the Northern Division. In addition to patrol responsibilities, they spent their free time between calls addressing quality-of-life issues throughout the beach communities. Their focus was on the unhoused, substance abuse issues, and unregulated parking and long-term camping throughout Mission Bay Park.
Fire: Engineer James Smith – For the past 16 years as a firefighter/paramedic in the Midway District, he has been known for his professionalism, calm under pressure, and commitment to protecting others. A 10-year PB resident along with his wife and two sons, Smith, when not in uniform, is a talented musician who brings joy and creativity into the lives of those around him. This award is a celebration of his devotion to San Diego, PB, and to those he has touched through his work and music.
Lifeguard: Sergeant Daryl Pawlack – Pawlack’s dedication to public service and his team have made an undeniable impact in the PB community over the past year. Whether he’s rolling out a wheelchair for a needy visitor, comforting a frantic parent searching for their child, or handing out stickers to kids while recruiting for the Junior Lifeguard Program, Pawlack approaches every interaction with genuine care and kindness. What truly sets Pawlack apart is the way he uplifts his team every day. He’s often the first one to greet fellow lifeguards in the morning. He fosters camaraderie through impromptu BBQs, team huddles, and constant motivation.
Parks and Rec: Citywide Park Ranger Unit (Roberto Bejar and team) – The City Park Ranger Unit has been instrumental in implementing the Sidewalk Vending Ordinance and maintaining an extremely challenging program over the 13 miles of coastline. In collaboration with the San Diego Police Department, the ranger team has been able to restore public access for everyone to enjoy the beach and bay since its update and implementation in 2024. PBTC wants to recognize the hard work and dedication required by the team to maintain coastal access for everyone.
